Before its organization in October 2013, the College of Arts, Sciences, and Technology (CAST) took its origin from the General Education Department (GED) which was created in June 2012 and headed by Dr. Ma. Theresa C. Torres as its Department Chair.  The former GED provided the general education subjects of freshmen students of all academic programs of the different departments in OMSC Labangan and Main Campus except for the Midwifery Department.

The first designated Dean of CAST was Dr. Wenceslao M. Paguia, Jr. who was a faculty of the former Business Education Department (BED).  The College was composed of five academic programs: BS in Information Technology (BSIT) and Diploma in Midwifery in the Main Campus and BS Social Work, BS Development Communication, and AB History in the Labangan Campus.  It also included BS Information Technology in Sablayan and Mamaburao Campuses.  The first Program Heads of CAST were Dr. Maricris M. Usita for the BSIT and Mr. Jezreel A. Sarabia for Midwifery.  Mr. Mamerto Mendoza was designated as Program Head for BSIT in the Sablayan Campus.  On June 2015, Mrs. Lani A. Labrador was designated as Program Head of BS Social Work.

At the beginning, its organization, the Main Office of CAST was in the Labangan Campus.   It occupied the former High School Building and the former Agri-Forestry Building.  The logo of CAST was designed by Mr. Joel B. Alvarez.  The logo was a mixture of the previous logos of the General Education, Midwifery, and IT Departments.

On June 2016, Dr. Paguia was transferred to the College of Business, Administration, and Management (CBAM).  He was replaced by Dr. Maricris M. Usita as the 2nd Dean of the College of Arts, Sciences, and Technology.  Dr. Rommel C. Sanqui was designated as Program Head of the Information Technology Department.
